It's absolutely clear that what you say is true. In the first instance it says "the messenger of the covenant, whom you look for so eagerly, is surely coming..." In other words, this is someone who will be eagerly awaited. In the second instance it says, "Before the great and dreadful day of the Lord arrives ..." That doesn't sound like something to be eagerly anticipated. Rev. speaks of the two prophets who will speak from the Temple steps during the Tribulation ... THAT is when Elijah will come.
